Recertification & Registration

To our Referees in South Dakota registered with US Soccer (USSF) for 2019:

In order to be able to continue refereeing United States Soccer Federation (USSF) matches in 2020-2021, you have to be registered and recertified. USSF Matches include: SDYSA matches, SD Adult soccer matches, State Cup, Presidents Cup and other US Youth or US Adult soccer sanctioned matches.

All referees in South Dakota will recertify and register through the US Soccer Learning Center.

PLEASE BE AWARE this year’s registration and recertification process is different from what you have become familiar with. It will take you more time to complete and there may be some hiccups that you encounter as US Soccer’s Learning Center has some bugs in it.

Here is what you need to do to enroll in a Recertification Module:

1. Create a Learning Center Profile. When done, you may end up with multiple profiles that only US Soccer can resolve. Resolution can take approximately 3 days.

2. Initiate a Background Check (for ages 18 and older). A screening takes 7-10 days minimum and will cost you $30 + $1.21 processing fee for a total of $31.21. ***DUE TO COVID-19, THIS PROCESS CAN TAKE UP TO 3 WEEKS DUE TO CLOSURES OUTSIDE OF EVERYONE'S CONTROL*** It is good for two years and your South Dakota State Referee Committee is giving you a discount when you register as an outdoor GrassRoots official.

Instructions

The South Dakota Referee Committee (SRC) has opened and made available the 2020-2021 US Soccer Registration Window. Registration is available for Outdoor referees, assessors, assignors and instructors. Futsal Referees will be opening as soon as the curriculum is available.

In order to be able to recertify and register for 2020-2021, you must have first created a Profile in the Learning Center and, if you are age 18 or older, have completed and passed an NCSI Background Check.

Learning Center “Profile”

All referees must have a Learning Center “Profile”. If you have not created a “profile”, the instructions are provided in Learning Center Signup. All your important information will be in your Profile (16-digit USSF ID number, email address, phone number, personal photo, emergency contact, receipts for payments made, licenses held, and registration history

Background Check for Adults

If you are age 18 or older and have not completed a National Center for Safety Initiatives (NCSI) Background check, follow the instructions provided in Initiating a Background Screen to start the process from your Learning Center Profile. The Cost is $30 and is good for 2 years. You pay online with a credit card. South Dakota State Referee Committee is giving you a $30 credit towards your OUTDOOR registration fee to assist in the cost of this Background Check. Determinations take between 7-10 days.

NOTE: Even if you are a coach who has had a background check done through South Dakota Youth Soccer or your local association, you must STILL have the NCSI Background Check performed.

Grassroots Referee Recertification and Registration

If you were registered as a Grade 9, 8 or 7 Referee in 2019, you will need to complete the 2021 Grassroots Referee Recertification Course Online (Statewide).

· Go to 2021 Grassroots Referee Recertification Course

· Login to the US Soccer Learning Center to register for the course

o This is where you select the age specific course and the “discount” applies for referees over age 18.

· Fill in the required information

· Proceed to Payment and provide your credit card information.

After you have paid your $60 Registration fee, you will enter the course ‘Classroom’.

· Click on the ‘Assignments’ tab to open.

The course has 5 assignments:

  • 2020 Introduction to Safe and Healthy Playing Environments (30 minutes)

  • 2020 SafeSport Training (90 minute module)

  • Background Screening

  • Grassroots Recertification Refresher and LOTG Update

  • 2021 Recertification Grassroots Referee Quiz

Click on one of the assignments to begin. Read and follow the instructions provided. As you complete each one, click on ‘Save and Confirm’. Once all 5 assignments are completed and evaluated by the Registrar, you will be registered for 2020 as a Grassroots Referee.

Subsequent Logins to the Learning Center

You do not have to complete all the assignments in one sitting. You can go at your own pace, close the assignment and then log out of the Learning Center.

Later, when you want to resume:

· Log into the Learning Center

· Click on ‘Courses’ in the upper left of the screen

· Click on the ‘My Courses’ tab

· Find the course you wish to resume and click on ‘Go to Classroom’ on the right

· Click on the ‘Assignments’ tab

· Open the assignment and continue where you left off.

Distribution of Referee Badges

Once completion of your requirements, the South Dakota State Referee committee will send out your badge. This will be mailed by the 15thof each month.

Please make sure you have the correct mailing address in both the US Soccer Learning Center profile AND your Game Officials Assignment profile.
